Looking at the past 20 years—2000, 2020, and 2040—the number of people aged 65 and over increased by over 10 million, while the number of people aged 15 to 65 decreased by 11 million. The elderly population will not increase significantly from now on. However, the population between 15 and 65 will decrease by about 15 million people. The employment situation is improving, but it's only natural that it will improve since people have been making a difference since the days of unemployment. -There are only two ways to respond to this. One is how to increase the labor force, and the other is how to get current workers to work efficiently. The former involves measures to combat the declining birthrate, but this will take some time. Another approach has been to promote the participation of women, the elderly, and people with disabilities, and we are seeing results in these areas. Another option is hiring foreigners. Only 3% of people who come from overseas to work in Japan are employed. With this in mind, the only way to efficiently increase labor productivity is to either increase added value or achieve efficiency with less manpower. The government is promoting investment in people. -Efficiency is good, but we need to think about scaling it up. The challenge is to change preconceived notions. The further I travel to mountainous regions, the more positive the people seem to be. 06:35 How have we developed our people? (Mr. Yuzaki) -I became Governor of Hiroshima Prefecture 14 years ago, and since then, I have been working to circulate the four pillars of "job creation," "lifestyle creation," "community development," and "people development." I provide coherent education before birth, immediately after birth, and in elementary, middle, and high school. 09:25 On the Potential of Regional Areas (Mr. Fukai) -As I study history, I've come to realize that we're currently at a time when regional areas are creating new value. The Roman Empire was originally centered in Greece. The Ottoman Empire was also Islamic, so it was originally an Arabic religion, and the Turks were a peripheral people. History teaches us that there are periods when the center of global standards shifts, and new value is always created from the periphery. -I believe we're entering an era where our strengths, which haven't been utilized until now, can be utilized by multiplying them. In times like these, I think it's important not to simply imitate the West, but to learn their methods and then not follow their lead. 13:16 The Need to Share Regional Initiatives with Tokyo (Yuzaki, Fukai) -Japan was originally a peripheral country. It excels at blending Japanese and Western influences and creating new things while embracing contradictions. Japan today is too centralized, like Tokyo, and the regions are becoming too Tokyo-like. We must consciously create our own regional identity. -It's important to combine our own originality with the original central culture to avoid being overshadowed. Things like a market economy haven't taken root in Izumo.
