Only dominants know who their mates are. In Draco's case, he's a dominant veela and he knows that Harry's his mate. However, as he just recently went through his inheritance on his birthday, he can't really control his veela side which leads to his wings spread out whenever ge get's angry, jelouse, or feel the need to cam and/or protect his mate. In Harry's case, he's a submissive neko (Cat in Japanese), he'll develope a fear for water and especially showers/baths and the rain. Once they know they are each other's mates, it is very important for the dominant to ensure that their submissive is feeling comfortable around them.
