The People's Union distinguished itself by its attempt to achieve Revolution through sabotage, placing bombs in various public places to study and evaluate the government's reaction speed and thus design better-prepared future actions for its so-called "protracted war." For its part, the September 23rd Communist League was willing to carry out risky plans, such as kidnapping major businessmen or international diplomats in exchange for imprisoned militant comrades. But the FRAP overruled their strategy and kidnapped the US Consul in Guadalajara, negotiating his release for the release of several political prisoners who would have to be taken to Cuba, and also demanding a substantial ransom to support the expenses of their urban guerrilla movement. Contrary to the government's usual stance, they managed to convince President Echeverría to agree to negotiations. But this "triumph" would cost the student movement dearly, as the system unleashed a ruthless hunt at the hands of the DFS.
