In the 19th century, the fashion for measuring skulls turned into a separate trend. Samuel Morton and Paul Broca argued in all seriousness that brain volume or the ratio of its sizes determined intelligence. The “evidence” stubbornly placed the white “Caucasian” race at the top and the black race at the bottom. When Darwin published The Origin of Species, his ideas about natural selection were quickly integrated into social theories. Social Darwinism proclaimed that the strong should rule and the weak should perish. For many, this became a convenient justification for imperialism, exploitation, and segregation. At the end of the 19th century, Francis Galton proposed “improving” humanity through selective breeding. Eugenics sounded like a science project, but in practice it turned into a policy of discrimination and birth control. In the United States, this idea was well-established: by the early 20th century, IQ tests were being introduced, and the results were being used to restrict immigration and justify forced sterilization. Thousands of people fell under the surgeon’s knife: women from poor backgrounds, minorities, and “undesirables” from a racial or social policy perspective. The operations were often performed without the patients’ consent, under the pretext of other medical procedures. Europe initially maintained an appearance of academic distance, but in the interwar period it also began to introduce racial hygiene into politics.
