The Seoul Metropolitan Election Commission maintains that the hearing can proceed even if only three of the remaining five commissioners—a majority—are present, and that the appeal can be resolved if just two of the attending commissioners vote in favor. ** However, given that three commissioners have resigned in succession over the National Election Commission's guidelines for dismissing appeals, reaching a conclusion based solely on written reviews by a minority of members could spark controversy regarding the credibility of the decision. An official from the Seoul Metropolitan Election Commission told SBS that there are "no plans to proceed with an oral hearing" to have the appellant attend and speak directly.
