Sveshnikov's lawyer, Svetlana Klenina, filed a lawsuit, and on November 7, a ruling was issued prohibiting the building's occupancy, effectively halting construction. Despite the court order, the developer continued construction. A forensic construction expert confirmed that urban planning regulations had been violated, setbacks had not been observed, and the area of ​​Kamalova Street, Tauelsizdik (formerly Moskovskaya Street), according to the detailed planning project (DPP), was designated only for individual housing construction (IHC) of no more than two stories. On May 30, 2025, the court issued a demolition order, and the appellate panel upheld its legality. As soon as the demolition order took effect, the "most interesting" part began. So-called "defrauded equity holders" suddenly appeared on the horizon. The lawyer notes a strange fact: no one had heard of these people. Now, however, the regional Akimat has created an extradepartmental commission, led by the deputy akim, to "relieve social tensions." Under this plausible pretext, according to the lawyer, they are trying to find a way to legalize illegal construction, ignoring the court decisions that have entered into force. Local residents of private homes are outraged by the chaotic construction of high-rise buildings in their neighborhood: Violation of privacy: Private courtyards are visible from the windows of the new buildings—a "Dom-2 program behind glass." Traffic chaos: Narrow streets are transformed into congested avenues, clogged with the cars of new residents. The question of whether the law will prevail remains open. There are precedents for real demolitions in Uralsk: the building at 33 Dosmukhamedova Street was completely demolished as illegal, despite the fact that genuine buyers had invested millions. Why are the authorities so flexible in the case of other developer buildings? A lawyer calls on the Akimat and the prosecutor's office to enforce the court decisions they themselves initiated. According to the lawyer, if these buildings are magically "legalized" in defiance of the law, it will only mean one thing: urban development regulations in Uralsk do not apply to everyone.
