Se acabó: Contraloría determina que Migraciones actuó ilegalmente en ingreso de niños haitianos

The Comptroller General of the Republic concluded that the National Migration Service applied exceptional criteria in family reunification processes for Haitian citizens without having the legal authority to do so. The agency maintained that the requirements, documents, and conditions established by the Migration Law could not be modified or waived through a simple internal memorandum, noting a “clear violation” of the legal framework. The final report also identified serious shortcomings in institutional coordination, weaknesses in the monitoring of minors, and announced disciplinary proceedings.
