Your EV Battery Has a Second Life Problem. A Passport Won't Fix It
There's a wave of EV batteries coming — lithium-ion packs hitting end-of-first-life around 2030-2032. They're not dead. They're just not what you want in a car anymore. The question isn't whether there's a second-life problem. It's whether the engineering infrastructure to handle it will exist when the volume arrives. The EU has an answer: the Digital Battery Passport. Mandatory by 2027. Every pack gets a data record — when it was built, what it was built from, how it performed. On paper, that's the right idea. In practice it's a bureaucratic data system layered on top of a physics problem. It logs pack-level behavior, not cell-level health. One bad cell in a repackaged energy storage system is a fire hazard, not a data entry. And a reporting mandate that can be gamed will be gamed — it creates certifiers, compliance consultants, and data custodians, none of whom are inside the battery. There's a hardware-first alternative. A small mixed-signal chip — a few millimetres on a side, bonded to the cell terminals — records the cell's full life history and responds to an RF query through the DC bus. No external database. No upstream actor you're trusting. At end of first life, you interrogate the pack, every cell reports back, you know exactly what you have. The bad cells get cut from the circuit. The rest go to work. At EV cell volumes, that chip is a two-cent part. The technology exists. The engineering challenge is the packaging — the environment inside a cell is harsh. But it's tractable. Second life isn't a recycling story. It's a design story. And the decisions being made right now — cell-to-pack, glued-together architectures, no disassembly access — are going to determine what repurposers inherit in 2032.
