China is reclaiming land and building on an unprecedented scale at Haisam Reef in the Paracel Islands. Observers told BBC News Vietnamese that Haisam Reef is becoming the largest above-water feature in the South China Sea, surpassing Mischief Reef in the Spratly Islands. Before Beijing began construction, Haisam Reef was submerged, with only a very small sandbar beside it. However, since September 2025, Chinese dredging vessels have appeared, and subsequently, an artificial island has "suddenly emerged." According to experts, Haisam Reef is likely to become a key new base for China in the western part of the Paracel Islands, possibly even a center for the entire region.
