The video explores the Internal Effort Index (IEI) framework, an innovative and interdisciplinary tool designed to fill the gap in measuring Explicit Intellectual Activities (EIA). Originally conceived in the field of Systems Engineering and grounded in principles of Control Theory, the IEI offers a robust approach to quantifying the effort and complexity of artifacts ranging from programming code to patents and mechatronics designs. Unlike domain-specific metrics that may be limited by technical paradigms, the IEI uses Complexity Typology (CT) to organize internal and external variables into hierarchical levels. To ensure statistical robustness and minimize subjective bias, the method requires the use of at least four (4) distinct variables and employs the square root as a compression factor to mitigate distortions caused by extreme values. The framework is divided into two main functions: IEIa, which estimates the complexity of the object, and IEI0, which measures the average individual effort of team members. The validity of the IIE has been proven through several empirical studies: In programming codes (C/C++ and Arduino), the IIEa demonstrated a significant correlation with established metrics such as Lines of Code (LoC) and Cyclomatic Complexity (CC), in addition to aligning with the perceived difficulty of experts and students. In the field of mechatronics, the framework proved to be effective in integrating hardware and software complexity, identifying component heterogeneity and connection density as critical factors. In addition to its technical utility, the IIE carries a strong social mission: to modernize performance evaluation in the Brazilian public service. By transforming subjective activities into objective indicators, the IIE promotes efficiency, transparency, and meritocracy in the management of innovation and research assets.
