The push is driven by legal exposure under the US CLOUD Act, which allows American authorities to request data from US companies regardless of where it is stored. Germany's Schleswig-Holstein is already saving more than fifteen million euros a year in license costs after migrating to open source software, Denmark is planning a full national transition by the end of this year, and European sovereign cloud spending is projected to more than triple to twenty-three billion dollars by 2027.
