Bloomberg News spoke with Javier Cuéllar, Colombia's Director of Public Credit, the architect of a total return swap in Swiss francs, one of the most complex public debt management operations among emerging markets in the last year, equivalent to US$9.3 billion. The operation involves financing from some of the world's leading banks, with Colombia offering as collateral a basket of financial instruments including peso-denominated bonds, dollar-denominated bonds, and US government Treasuries. To date, the country has unwound 20% of the transaction.
