Şaban (Kemal Sunal), assigned to a neighborhood in Zeytinburnu, begins his duties. He warns the neighborhood headman, grocer, greengrocer, and gas cylinder distributor who are mistreating the citizens. Şaban is reported to the police station by these individuals. However, the commissioner (Reha Yurdakul), who believes Şaban is the nephew of the Minister of Interior, sweeps all the complaints under the rug. Şaban, however, seizes this opportunity for the benefit of the neighborhood, rebelling even further against the sanitation manager who doesn't collect the garbage and the factory owner who doesn't build a sewage system for the industrial waste that is poisoning the children. While carrying out this inspection work, a love story begins between him and Zehra (Semra Türel), who works as a laborer in the factory. In the end, everything is resolved amicably, and the neighborhood finds peace.
