This Toro Snowblower Surges Like A Raging Bull

Customer Dropped off this Toro 2-Stroke single stage Snowblower, it has a problem. It won't stop surging. Apparently it's been surging quite a bit, and he has had it for about 5 years. Surging shouldn't be too difficult to fix, sounds like a carb problem!
