PAPALOAPAN RIVER BASIN From the Salado River basin in the south of the state of Puebla in the Tehuacán and Sierra Negra regions, the Tonto River basin, fed by tributaries of the Sierra de Zongolica, to the center of the state of Veracruz, and the Santo Domingo River basin and tributaries that flow through the north of the state of Oaxaca. All these basins and others make up the second most important hydrological region in Mexico, called Papaloapan, or commonly known as the Papaloapan River basin. This hydrological region has favorable factors for the development of agriculture, livestock, fishing, and the sugar industry. And on this occasion, we move to a key point, where some of the aforementioned basins merge into a single body of water called Lake Miguel Alemán, formed by the Temascal Dam, located northeast of the state of Oaxaca, in the municipality of San Miguel Soyaltepec. This dam forms one of the largest artificial lakes in Mexico, covering nearly 47,000 hectares. Depending on the time of year, some islands can be exposed or hidden beneath its waters. It was put into operation in 1959. It also houses a hydroelectric plant. In the past, the Papaloapan River basin was subject to frequent flooding. The flooding of the Papaloapan River in 1944 caused a disaster of unprecedented proportions, with great loss of life and property, so the government decided to harness this natural force with the construction of a massive dam. But that dam wasn't enough to reduce the flooding, so in 1989, the Cerro de Oro Dam was built, reducing the flooding to a manageable level. Today, this idyllic spot is home to indigenous Mazatec and Chinantec families from the municipalities of San Pedro Ixcatlán, San Miguel Soyaltepec, and San José Independencia, who were relocated to the surrounding area to allow for its construction. Two remaining peaks of the flooded area are still visible, forming the islands of San Miguel Soyaltepec and Isabel Marina. These islands, along with the northwestern shore, now form a nature reserve. The lake is picturesque and generates income from fishing and tourism. Tourist activities include water skiing, rowing, and boat rides provided by local fishermen, as well as sport fishing. The most common species are catfish, mojarra, and carp. The numerous restaurants in the area, which are also a major attraction, sell the various species of fish from this region.
