Over medium heat, mix until thick. Put into a large bowl to cool. Once cool, roll into balls and place on parchment paper. In a small pot, add sugar, vinegar, & water. Mix until melted sugar turns light brown. using a toothpick, dip the coconut balls into the hot sugar and place back onto parchment paper.
