Instructions Petition of pensioners No. 8715 to the Cabinet of Ministers of Ukraine Dear Madam Prime Minister of Ukraine! I am writing to you on behalf of millions of Ukrainian pensioners who are forced to regularly confirm their identity in order to receive a pension. The current physical identification procedures are excessively complicated and expensive for the elderly, especially for those who are abroad or in temporarily occupied territories. As a result, many pensioners have already stopped receiving pensions, while others risk losing their earned money. In addition, the deadline for identification for pensioners abroad is set for December 31, but it is already practically impossible to sign up for the electronic queue at Ukrainian diplomatic institutions. In conditions of war, when millions of Ukrainians were forced to leave their homes or are in dangerous regions, it is extremely important to simplify the identification of pensioners for the period of martial law in order to guarantee them access to their earned pensions. I ask you to initiate the simplification of the pensioner identification system and instruct the Ministry of Social Policy, Family and Unity of Ukraine, the Pension Fund of Ukraine, in cooperation with the Ministry of Foreign Affairs and the National Bank of Ukraine, to implement the following changes: 1. Approve a single list of documents for identification: passport (or ID card), identification code and pension certificate. Other certificates and confirmations - cancel; 2. Limit the list of documents submitted from abroad to renew pension payments to only two: a certificate of life and a pensioner's statement; 3. Agree with the National Bank of Ukraine on the unification of the terms of annual identification and account funds: if identification is provided once a year, then the period of absence of transactions on the bank account to preserve pension payments should also be 1 year, instead of the current 6 months. This takes into account the fact that many pensioners save money for a "rainy day"; 4. Provide access to video identification for all pensioners, including those who are abroad; 5. Initiate, on behalf of the Cabinet of Ministers of Ukraine, together with the Ministry of Foreign Affairs, the conclusion of international agreements with EU countries and other states to automatically confirm the fact of life of Ukrainian pensioners abroad through state registers. I urge you to use your powers to guarantee pensioners decent conditions for receiving their earned benefits. Ukrainians have worked all their lives and have earned the right to decent pensions. We expect pension reform and an increase in pensions to the European level.
