The molecules may get excited under UV (black light), fluoresce (emit blue light) and be considered "fluorescing" instead of "refracting". Refract is a term for light changing direction, usually as it passes through something else. Perhaps the paint and I both got excited (lol), but the thought behind "refraction" here has to do with the resin particles involved (often used in the making of fluorescent pigment powders). I asked one of the manufacturers of this type of UV effect paint about what was causing the glow. I was told that "the resin itself is refracting UV-A light". Kremer says the resin (either functioning as an optical brightener itself, or a binder for it) is hardened/dried, then pulverized into a powder like tiny clear crystals to be used in paint.
