Pr Abdoulaye DIEYE: Gouvernance locale et responsabilité citoyenne au Sénégal

In his presentation on "Local Governance and Civic Responsibility," Professor Abdoulaye Dieye outlined the history of decentralization in Senegal. He emphasized that despite its existence since 1872, decentralization has struggled to become a reality, even with the adoption of various laws. For decentralization to be a relevant response to the hyper-presidential system, it is crucial to address this lack of effectiveness. The current government must ensure the efficient transfer of resources necessary for the exercise of the powers devolved to local authorities.
