Special Education is a cross-cutting teaching modality that permeates all levels and stages of basic education, intended for students with disabilities, autism spectrum disorder (ASD), and high abilities or giftedness. Legally, it aims to ensure resources and services to support, complement, or supplement the regular schooling process. 1. Specialized Educational Services (AEE) AEE is the pedagogical service that identifies, develops, and organizes accessibility resources to eliminate barriers to learning. Nature: It has an exclusively pedagogical character and should not be confused with school reinforcement or clinical care. Offer: It is primarily carried out in Multifunctional Resource Rooms (SRM) outside of regular school hours, but it can also occur through collaborative teaching during regular school hours. End of the Mandatory Medical Report One of the most significant changes in 2026 is the consolidation of the demedicalization of access to Specialized Educational Assistance (AEE). Case Study: The gateway to the service is the pedagogical Case Study, which identifies the student's potential and barriers. Access Rule: The provision of AEE and support professionals cannot be impeded by the absence of a diagnosis or medical report. Required Documentation: IEP and IEP The 2026 legislation formalizes planning instruments that must be integrated into the school's Political-Pedagogical Project (PPP). IEP (Individualized Education Plan): Organizes the resources and assistive technologies that the student will use in the IEP. IEP (Individualized Education Plan): Mandatory document prepared by the classroom teacher with the support of a specialist to personalize teaching in the regular classroom. New Professional Training Requirements There has been a rigorous increase in the continuing education workload to guarantee the technical authority of professionals. IEP Teacher: A bachelor's degree and specific training in Special Education of at least 360 hours are required. Financing and Transfer (Fundeb) The financing of special education is strengthened by the logic of dual enrollment. Resources: Students enrolled simultaneously in regular education and in AEE (Specialized Educational Assistance) generate a double transfer of Fundeb funds to the school. Weighting: The weighting factor for enrollments in special education was set at 1.40.
