The Japanese experts estimated a probabilistic scenario of up to 20,000 deaths in the event of a large-magnitude earthquake. They also offered technical advice and funding to implement an earthquake preparedness plan, but their recommendations were not adopted. During those years, Venezuela had abundant economic resources thanks to high oil prices.
