After that, Spain took control of Ceuta according to the Treaty of Lisbon with Portugal in 1668. Since then, Ceuta and Melilla have remained under Moroccan control. Morocco tried to regain control of them during the Saadi dynasty under Sultan Ahmed al-Mansur al-Dhahabi and during the Alaouite dynasty under Sultan Moulay Ismail, but all attempts failed due to their lack of a strong navy. This lack of a navy allowed Spain to continue supplying the cities by sea, and also because of the strong fortifications of the two cities. After Morocco gained independence from Spain and Portugal, it claimed Ceuta and Melilla, but these claims continued through statements that Spain rejected.
