The Madlanga Commission continued hearing evidence relating to alleged communications surrounding a National Treasury transversal tender for SAPS vehicle parts. Evidence leaders presented WhatsApp chats they say show ongoing communication between General Fannie Masemola Khan and businessman Ismail Valli during the bidding, awarding and implementation of the contract. Among the issues highlighted before the Commission were: • Arrangements for repeated meetings with a Treasury official referred to as "Fan" or "Fani". • Discussions about the progress of the tender while it was still under consideration. • Messages referring to possible future price increases after the contract had been awarded. • Communications about delays in purchase orders and requests to amend contract terms. • Evidence leaders argued that some of the information exchanged appeared to come from someone with inside knowledge of the procurement process. • The Commission also heard that unsuccessful bidders later launched legal proceedings challenging the award of the contract. Commissioners questioned whether meetings between bidders and senior procurement officials during an active tender process were appropriate and raised concerns about potential conflicts of interest. The evidence leaders stressed that these issues remain subject to investigation and that no final findings have been made.
