From the earliest days of interstellar exploration to the Dominion War, Starfleet consistently built heavily armed starships, defended Federation borders, escorted convoys, responded to piracy, and prepared for conflicts it hoped would never happen. Even iconic explorers like the Constitution-class and Galaxy-class were designed to survive combat far from Federation space.
