Illustrative Case: The Case of Rickey Ray Rector (s1b) Rickey Ray Rector was a black man sentenced to death in Arkansas, who suffered from serious mental deficiencies at the time of his execution. His execution date was set when then-governor Bill Clinton was running for President in 1992. His application for clemency was considered and denied shortly before the New Hampshire primary.
