CPA Roberto Gutierrez (Minister of Economy, Finance, and Treasury of the Province of San Juan) Luciano Laspina (Executive Director of CIPPEC) Antonio Hernández (National Academy of Law and Social Sciences of Córdoba) Moderator: Marcelo Garriga Bachelor of Economics (UNLP) Roberto Gutierrez's CV: With a solid background and experience in both the private and public sectors, Certified Public Accountant Roberto Gutierrez assumed the position of Minister of Economy, Finance, and Treasury of the Province of San Juan on December 10, 2023. Gutiérrez graduated as a Certified Public Accountant from the Catholic University of Cuyo and continued his studies at the University of CEMA, where he obtained specializations in estate planning, international taxation, and a Master's degree in Finance with a focus on Capital Markets. His commitment to continuing education has led him to currently pursue a doctorate in Economics at the National University of Cuyo. With a diverse career path, Gutiérrez has accumulated experience in the private sector as an accounting and financial advisor for various companies in San Juan. In the public sector, he has held key roles, including legislative advisory duties. For the past 12 years, Gutiérrez has served as Secretary of Finance for the Municipality of Santa Lucía. His performance in this position has been remarkable, collaborating closely with the current governor during his time as mayor. But he is distinguished not only in his professional career but also in his personal life. Roberto Gutiérrez is a responsible and methodical man. He is the father of two children and is known for being present and affectionate. Regarding his values, Roberto Gutiérrez is a man committed to his country, province, and its people. He is always willing to work for the development and well-being of the community. Furthermore, he is known for his resilience, maintaining purpose and determination in the face of any challenges that may arise. LIC. LUCIANO LASPINA (Executive Director, CIPPEC) Luciano holds a degree in Economics from the National University of Rosario and a Master's degree in Economics from the University of CEMA. He has extensive experience in the analysis and management of public policies: he served as a National Deputy from 2015 to 2025, chaired the Budget and Finance Committee of the Chamber of Deputies (2015–2019), and chaired the Bicameral Commission on Tax Reform (2016–2017). Previously, he was Chief Economist and CFO of Banco Ciudad de Buenos Aires (2008–2015). In academia, he teaches at the Torcuato Di Tella University Business School. He is the author of the book "Untangling Argentina: Diagnoses and Proposals to Break the Decline" (Penguin Random House, 2023). ANTONIO MARÍA HERNÁNDEZ Lawyer, Doctor of Law and Social Sciences, Faculty of Law and Social Sciences, National University of Córdoba. Professor of Constitutional Law and Full Professor of Provincial and Municipal Public Law, Faculty of Law and Social Sciences, National University of Córdoba. Postgraduate Professor in various Doctoral, Master's, and Specialization programs at several universities. He is currently Director of the Institute of Federalism of the National Academy of Law and Social Sciences of Córdoba, Honorary President of the Argentine Association of Constitutional Law, Member of the Board of Directors of the International Association of Federal Studies Centers, and Member of the Ibero-American Institute of Constitutional Law. He is a Member of the National Academies of Law and Social Sciences of Córdoba, Moral and Political Sciences of Buenos Aires, the Argentine Academy of Environmental Sciences, the Colombian Academy of Jurisprudence, and the International Academy of Comparative Law in Paris. He is also an Honorary Member of the Chilean and Peruvian Associations of Constitutional Law. He served two terms on the Executive Committee of the International Association of Constitutional Law between 2004 and 2010. He also participated in three Constitutional Conventions: the Provincial Convention (1987), the National Convention (1994), where he was Vice President of the Drafting Committee, and the Municipal Convention of the City of Córdoba (1995), where he was appointed President. He is the author of 21 books, including: “Municipal Law,” “Federalism, Municipal Autonomy, and the City of Buenos Aires in the 1994 Constitutional Reform,” “Integration and Globalization: The Role of Regions, Provinces, and Municipalities,” “Emergencies and Order,” “Municipal Political Trial: The Process of Recalling the Mayor by the City Council,” “Federalism and Provincial Constitutionalism,” and “Argentina, Subnational Constitutional Law.”
