A debate quickly arose regarding how these funds would be spent, with Washington seeking to link them to its own products and Tehran asserting its freedom of choice. In terms of security, the understandings included the establishment of a joint liaison point to ensure safe passage through the Strait of Hormuz. Despite Trump's insistence on maintaining US ships in the Strait in anticipation of renewed sanctions and his emphasis on Tehran's commitment to nuclear inspections, the latter stressed its refusal to allow inspections of its nuclear sites and its management of the waterway in accordance with international law. This contrasts with Washington's previous experiences in Iraq and Afghanistan, where it attempted to impose its will. An alternative elite has failed; this understanding produces a new model for ending wars that recognizes the existing regime, whereby the same Iranian ruling elite that waged the war assumes responsibility for implementing the complex provisions.
