UBC economist Werner Antweiler says a proposed new Alberta-to-West Coast pipeline could come with a staggering public price tag. The pipeline itself is only one part of the cost. If governments also help pay for expanded oil sands production and carbon capture, Antweiler says taxpayers could be asked to subsidize a mature industry while taking on major financial risk. He says the economics are especially troubling if new oil production is expensive, Asian demand is uncertain, and the benefits flow mainly to Alberta and oil companies.
