Are Utility Spells BAD in Pathfinder 2E?

I see this idea floating around in online discussions that utility spells in Pathfinder 2E kinda... suck. You can't automatically solve problems with them, Skills mostly outperform them, etc. Is there any truth to this? Did Paizo over-nerf utility, or is this a myth? Lets investigate!
