The Center for Mainland China and Regional Development Studies at Tunghai University held a symposium on November 11th entitled "Taiwan Does Not Have an 'Independence' Issue, Only a 'Being Unified' Issue," attended by several scholars and officials from the Mainland Affairs Council. Participants pointed out that, according to the requirements for statehood under the Montevideo Convention, Taiwan possesses population, territory, government, and the capacity for foreign relations, thus meeting the conditions for a sovereign state. China cannot change this reality through legal warfare. Scholars cited a long-term poll conducted by National Chengchi University, indicating that approximately 62% of the public currently identify as Taiwanese, while about 7% support unification, showing that mainstream public opinion in Taiwan tends to maintain the status quo or support independence. Participants also pointed out that the People's Republic of China has never actually ruled Taiwan since its founding in 1949; therefore, "Taiwan is not part of the People's Republic of China" has a historical and legal basis. Regarding cross-strait relations, scholars believe that China, through its "anti-Taiwan independence" rhetoric, blames Taiwan for tensions in the Taiwan Strait, thereby justifying its military threats and political pressure on Taiwan. Participants pointed out that successive Taiwanese governments have not fundamentally changed the cross-strait status quo; it is China that is truly attempting to change the status quo. Mainland Affairs Council Vice Chairman Shen Youzhong stated that Taiwan faces pressure from both unification and authoritarian coercion, and that peace should be ensured on the basis of safeguarding sovereignty and democratic freedoms.
