Have you always wondered what the difference is between a Machine and a Partly Completed Machine? This video, featuring Claudio Delaini and industrial fan expert Diego Perfettibile, is for you. When a machine is CE marked according to Directive 2006/42, it declares that it complies with all the essential safety requirements in Annex 1, without exception. There may be cases where, for commercial reasons, a machine is sold that does not comply with all the essential safety requirements, but is missing some. For example, if the machine is missing an electrical panel or if it is sold without protection because it will be closed by the user or integrated into a larger line. In this case, it is a Partly Completed Machine; the machine is not complete and 100% safe; it has essential safety requirements that are not covered. The seller cannot CE mark the machine because the essential requirements are missing; it cannot certify that even the missing essential safety requirements have been met. The characteristics of the machine depend on its intended use. If the intended use requires it to be completely safe, because everyone should be able to use it, it must be sold with a CE mark. If it is sold because it will be part of an assembly, the CE mark will be determined by the assembly. If a machine is sold for a specific purpose, using it outside of that purpose will constitute Improper Use. The use is defined in the Instruction Manual, where the conditions of use can be indicated. The partly completed machinery does not have an Operation and Maintenance Manual, but it does have an Installation Manual. The conditions of use are required to install the machinery. The CE mark is a self-certification by the manufacturer declaring compliance with all of Annex 1 of the Machinery Directive. If all of Annex 1 is not complied with, the machine cannot be sold because it does not comply with the Machinery Directive. It should not be put into service or sold. There is a loophole, which consists of selling the machinery as a partly completed machine and placing the burden on the user to cover the missing requirement and CE mark the assembly. The Declaration of Incorporation must state which EHSRs have been met; those not declared are those the user must cover. The Declaration of Incorporation states that commissioning is prohibited until the machine is CE marked. It often happens that companies purchase the partly completed machine and put it into operation without having completed the CE marking for the assembly. ============================================================== Want to learn more about machinery safety?
