With the merger between Chungnam National University and Gongju National University stalling, both universities received the lowest grade in the recent Glocal University evaluation conducted by the Ministry of Education. This effectively raised warning lights as Chungbuk National University and Korea National University of Transportation had previously received the lowest grade for two consecutive years and are now undergoing procedures to have their designations revoked. [Report] Posters announcing that the universities received the lowest grade in the nation—a D grade—in the Glocal University performance evaluation are posted throughout the campus. The Ministry of Education assigned the lowest grade, stating, "The two universities were inadequate in everything from reaching agreements on key issues regarding the merger to project execution rates." Consequently, financial support for this year is already uncertain. Furthermore, if they receive a D grade again next year, they could face the revocation of their designations, just like Chungbuk National University and Korea National University of Transportation. Within Chungnam National University, criticism has emerged, led by the Faculty Council, that the Promotion Committee has failed to finalize even the core tasks of the merger. [Jeong Se-eun / President of Chungnam National University Faculty Council: "They intend to submit the proposal (to the Ministry of Education) as is, without deciding on a single thing such as the merged university name, the merged headquarters, or the method of electing the merged president. Then what on earth has the headquarters been doing for the past year...?"] The Faculty Council of Gongju National University maintains the position that a weighted voting method, rather than a one-person-one-vote system, should be applied to the members' vote, and that key issues must be finalized before the merger application is submitted. [Park Ji-hoon / President of Gongju National University Faculty Council: "We need to determine what can be done equally on a one-to-one basis using weights. It would be better to discuss this at the Faculty Council's Council before submitting the merger application."] In response, the Merger Promotion Committee maintains that it will first submit multiple merger applications to the Ministry of Education, and then finalize contentious issues such as the university name and the location of the headquarters after gathering opinions at a later date. [Park Chang-ju / Vice President of Gongju National University: "It seems highly premature to decide on a single university name and the location of the integrated headquarters and submit them as desired."] [Kim Jae-han / Dean of Planning at Chungnam National University: "We are not pursuing integration for the sake of the university name or the headquarters. Integration is being done for the development of both universities..."] As the Ministry of Education has presented gathering opinions and reaching consensus on contentious issues as supplementary tasks, the vote by members expected this coming September is projected to be the critical turning point for the integration.
