The cause of the STB being completely dead after checking turned out to be a broken primary driver IC and a broken non-polar capacitor in the primary area. Because I didn't have the IC in stock, I replaced it using a 5 volt 2 amp external adapter and soldered it directly to the main elko in the secondary section.
