Presenter Mark Mason, Assistant City Manager for Cape Coral, explained that while the measure is intended to reduce homeowners' tax burdens, it could substantially reduce local government revenues, forcing communities to rely more heavily on fees, special assessments, and developer contributions while delaying or eliminating capital improvement projects. He emphasized that planning departments could be particularly affected because many of their long-range planning activities are funded through general tax revenues rather than user fees, potentially reducing communities' ability to implement comprehensive plans and manage future growth. Participants discussed how Florida's legally binding comprehensive planning system makes these funding challenges especially significant, compared experiences with similar property tax limitations in Indiana and Colorado, and expressed concern that the proposal could undermine infrastructure investment, redevelopment, public services, and long-term community planning despite providing short-term tax savings for homeowners.
