Pyotr Bagration - Worth It?

The Bagration has been significantly nerfed since my last preview of the ship, turret traverse got a hefty nerf from 8 degrees per second to 6 and concealment was nerfed from 9.9 to 11km full stealth build. The ship has its share of weaknesses, but its ability to bully ships 1v1 and punish broadsides is still incredible for a T8 cruiser.
