Baltimore Mayor Brandon Scott is set to deliver his State of the City address at 6 p.m. Monday at the M&T Bank Exchange at the Hippodrome. It's an annual speech in which the mayor reflects on the city's accomplishments while looking ahead and setting goals for the future.
