(Article 16-2, Paragraph 3 of the Water Supply Act) However, the provision states, "This does not apply if the change is a minor change to the water supply system as specified by a Ministry of Health, Labor and Welfare or if it is confirmed that the structure and materials of the water supply system comply with the standards set forth by Cabinet Order pursuant to Article 16 of the Water Supply Act." Additionally, Article 13 of the Enforcement Regulations of the Water Supply Act states, "Minor modifications to water supply equipment as defined by Ministry of Health, Labour and Welfare Ordinances are limited to the replacement and repair of individual faucets and the replacement of parts of water supply equipment installed at the end of the water supply equipment, such as wastewater treatment plants and gaskets (limited to those not involving piping)." Mixing faucets are not considered individual faucets, so they do not qualify as minor modifications. Therefore, if you do it yourself, you will need to request confirmation that it complies with the standards, so we recommend contacting your water utility for advice. Most commercially available products comply with the standards, so there should be no problem, but compliance determinations vary slightly depending on the local government, so please follow their instructions.
