If you need more damage on Kefka then spend your burst, but if you don't then drift it. If your Veil timing in p1 is on point you can use Veil for the buster too. Don't Sheltron at the end of p1 because then you can't intervention for p2. Rampart when the "This isn't your first time" text leaves, pot when you see "This is our ultimate encounter", Bulwark 3rd GCD, Guardian + Sheltron 4th GCD, Intervention 5th GCD. This is the last opportunity to pot before the more important 8 minute pot in p3 - if you need more p2 damage then pot the 2 minutes at the beginning of Forsaken.
