The TŌKYŌ-WAN-AQUA LINE is an automobile-only road designated as Route 409 that crosses Tokyo Bay from Kawasaki City, Kanagawa Prefecture to Kisarazu City, Chiba Prefecture. In order to recover the large amount of the total project cost of approximately 1.44 trillion yen, a high toll of 4,000 yen was set for ordinary vehicles when the road opened in 1997, but the toll was lowered to 3,000 yen three years later, as usage was naturally sluggish. Two years later, in 2002, the toll was reduced to 2,320 yen as an ETC discount, and in 2009, as a social experiment, the toll was lowered to 800 yen for ETC-only vehicles. The price reduction is set to continue until 2025, although no date has been set for the end of the reduction. As of 2022, the toll for cash is 3,090 yen. (the 800 yen ETC toll is also a special discount; the original ETC toll is 1,920 yen). The section from the Kisarazu Kanada Interchange to the Kisarazu JCT is the Aqua-line connecting road, and tolls are separate.
