Unfortunately, you have to kill Kujata, then Phoenix, then Kujata again, in order to succeed. Be sure to equip Fire + Elemental onto your armor to help mitigate some of Phoenix's attacks, as most of them are fire based. To access GIlgamesh Island, you first need to complete all of the Phenomenon Intel quests throughout the world.
