The Bush administration got the backing of the UN Security Council to use force to get Iraq out of Kuwait. The authorization contains the language “By all necessary means." Two nations on the Security Council voted against the resolution: Cuba and Yemen. China abstained. Iraq claims US is trying to force a war, and Saddam dismisses the UN as an arm of US foreign policy that can easily be pushed around, unlike, he says, Iraq. Bush tells ABC that he hopes the resolution will force Saddam to understand the concern of the world. Bush emphasizes that there is an economic side of this equation: higher oil prices are crushing nascent eastern European economies of Europe, and causing recession in the US.
