Mandatory CIOT, minimum freight rate, and MDF-e in 2026: what changes and how to avoid fines. New ANTT rule (MP 1.343/2026). Starting in May 2026, the game has changed: ANTT will stop issuing fines after the fact and start preventing shipments beforehand. Broad validity from 05/24/2026. 🔹 Real-time blocking — freight below the minimum rate does not generate a CIOT and the trip does not depart. The system prevents it before it even leaves the road. 🔹 CIOT within the MDF-e — a manifest without the CIOT number is incomplete documentation at the inspection point. ⚠️ Penalties: Fines of R$ 1 million to R$ 10 million per transaction for non-compliance with the minimum freight rate. Fines of R$ 10,500 for missing/incorrect CIOT (Electronic Freight Document) or MDF-e (Electronic Manifest of Freight Documents) without CIOT. The responsibility falls on the contracting party — shipper, intermediary, and even the platform. Accepting a low value does not exempt you. 📖 Legal basis: Provisional Measure 1.343/2026, ANTT Resolutions 6.077 and 6.078/2026, Law 13.703/2018 (minimum freight rate) and Resolution 5.867/2020 (table).
