Because stopping work causes their lives to collapse and forces them to suffer from job insecurity, they are driven back to work even when they suffer broken bones or receive a cancer diagnosis. In reality, the average sick leave for Korean workers is merely 1.2 days, which is woefully inadequate compared to other developed countries, leaving the majority exposed to a vicious cycle of illness and poverty. In response, the government introduced a pilot program for "sickness benefits" in 2022 to compensate for lost income during illness. While positive effects have been confirmed, such as helping self-employed individuals whose livelihoods were threatened by injuries to make a comeback, South Korea remains the only OECD country that has not officially adopted sickness benefits. Moreover, the plan for full-scale implementation, originally scheduled for this year (2026), has been postponed to 2027, and the system is taking a step backward as the budget for this year's pilot project has been cut by over 75% compared to last year. While the system is delayed under the pretexts of funding issues and concerns about fraud, blind spots are being neglected: elderly workers aged 65 and older are excluded, and call center employees and others cannot even dare to use the system due to job insecurity. In the long term, sickness benefits are an essential necessity that encourages early treatment, reduces national medical costs, and preserves the workforce.
