Hello, welcome. Next year will mark 30 years since the abolition of the Josefina youth gang known as Los Chapulines. This gang reached its peak between 1993 and 1996 under the administration of former President José María Figueres Olsen, with lawyer Luis Fishman Zonzinski serving as Minister of Security. This gang, with over 400 members, operated in downtown San José, sowing fear and distrust among the city's residents. So much so that anyone planning a trip to San José was warned to beware of Los Chapulines. These children and young people ranged in age from 8 to 25. Their modus operandi was to attack in packs in the central area, then known as "La Botella" (The Bottle), which extended from La Sabana to the National Park located in the La California district, next to the Legislative Assembly. The term "chapulines" (grasshoppers) was coined by the then-director of the Judicial Investigation Agency (OIJ), Rafael Ángel Guillén Elizondo, due to the similarity between the behavior of these adolescents and the way grasshoppers attack agricultural crops—in swarms. The "chapulines" did not attend school and generally lived on the streets, dedicating themselves entirely to crime. In 1994, the press and radio in our country reported an increase in crime and criminal activities perpetrated by the "chapulines," who were becoming increasingly dangerous and violent. It wasn't until 1996 that the Juvenile Protection Law was changed to the Juvenile Criminal Law, imposing socio-educational sanctions and deprivation of liberty. These sanctions were applied to crimes such as homicide, attempted homicide, and aggravated robbery, or any crime in which harm was caused to the victim. Biography.
