Swimming pools, nightclubs, casinos, and even zoos. This isn't a resort: these are Venezuela's prisons. And the one who rules them isn't the State, but the Pran, the born killer prisoner, the criminal who went from inmate to absolute ruler. While Chavismo abandoned the prisons, a new power emerged within their walls. The pran levied taxes on his own fellow inmates, administered life and death, and lived like a king while just meters away other prisoners died of hunger and tuberculosis. The regime, unable to control them, did the most cowardly thing: it negotiated with them, institutionalized them, and handed them the power it didn't know how to wield. In 2011, a pran of just 26 years old humiliated four thousand soldiers with tanks and helicopters during a riot. That was proof of who was really in charge. And from those prisons transformed into republics of crime was born the monster that terrorizes the continent today: the Tren de Aragua.
