According to the World Hunger Report, there are still some 14 million undernourished Filipinos and 13 million food-insecure Filipinos. Taken together, these account for nearly a third of the country’s population. Many of these people cannot afford a single meal, so they resort to buying pagpag--leftover food collected from garbage and dumps, which are recycled for selling.
