ଓଡ଼ିଶା ସରକାରଙ୍କ ଅତ୍ୟନ୍ତ ଲୋକପ୍ରିୟ ତଥା ମହତ୍ତ୍ୱପୂର୍ଣ୍ଣ 'ସୁଭଦ୍ରା ଯୋଜନା' ଏବଂ 'ମୁଖ୍ୟମନ୍ତ୍ରୀ କନ୍ୟା ବିବାହ ଯୋଜନା'କୁ ନେଇ ଏକ ବଡ଼ ଖବର ସାମ୍ନାକୁ ଆସିଛି। ସାମ୍ବିଧାନିକ ବ୍ୟବସ୍ଥା ଏବଂ ଓଡ଼ିଶା ଫିସକାଲ ରେସପନସିବିଲିଟି ଆଣ୍ଡ୍ ବଜେଟ ମ୍ୟାନେଜମେଣ୍ଟ ଆଇନ-୨୦୦୫କୁ ଉଲ୍ଲଂଘନ କରି ଏହି ଯୋଜନାଗୁଡ଼ିକ କରାଯାଇଛି। ବ୍ୟବସ୍ଥାପକ ସଭାର ଅନୁମୋଦନ ବିନା କେବଳ କାର୍ଯ୍ୟପାଳିକା ନିର୍ଦ୍ଦେଶରେ ଏହା ଚାଲିଥିବା ଏବଂ ଏହାଦ୍ୱାରା ରାଜ୍ୟ ରାଜକୋଷ ଉପରେ ଅହେତୁକ ଚାପ ପଡୁଥିବା ଦର୍ଶାଯାଇଥିଲା। ସୂଚନାଯୋଗ୍ୟ ଯେ, ରାଜ୍ୟର ମହିଳାମାନଙ୍କ କଲ୍ୟାଣ ଏବଂ ସଶକ୍ତିକରଣ ପାଇଁ ସରକାର ଏହି ଯୋଜନାଗୁଡ଼ିକ ଆଣିଥିଲେ। ସୁଭଦ୍ରା ଯୋଜନା ଅଧୀନରେ ମହିଳାଙ୍କୁ ୫ ବର୍ଷ ମଧ୍ୟରେ ୫୦ ହଜାର ଟଙ୍କା ପ୍ରଦାନର ବ୍ୟବସ୍ଥା ରହିଛି। ସେହିପରି ମୁଖ୍ୟମନ୍ତ୍ରୀ କନ୍ୟା ବିବାହ ଯୋଜନା ଜରିଆରେ ସ୍ୱଳ୍ପ ଆୟବର୍ଗର ପରିବାରକୁ ବିବାହ ନିମନ୍ତେ ବ୍ୟାଙ୍କ ଖାତାକୁ ସିଧାସଳଖ ୩୫ ହଜାର ଟଙ୍କା ଏବଂ ଶାଢ଼ି, ଚୁଡ଼ି ଓ ଡେକୋରେସନ୍ ବାବଦକୁ ଆଉ ୧୦ ହଜାର ଟଙ୍କା ସହାୟତା ଦିଆଯାଉଛି। The Orissa High Court has dismissed a Public Interest Litigation (PIL) challenging the Odisha Government's Subhadra Yojana and Mukhyamantri Kanya Bibaha Yojana, clearing the way for both welfare schemes to continue without any legal hurdle.
