In particular, with Samsung Electronics Chairman Lee Jae-yong personally declaring his intention to "develop Songdo into the world's largest bio complex," the "ABC+E (Artificial Intelligence, Bio, Content, Energy)" strategy—a key campaign pledge put forward by Incheon Mayor-elect Park Chan-dae—is expected to gain further momentum. As the center of gravity for the government's semiconductor investment shifts to non-metropolitan areas, there is also an assessment that Incheon's Songdo has been reaffirmed as a national strategic hub, at least for the bio sector. On the 29th, President Lee Jae-myung presented semiconductors, artificial intelligence (AI), and data centers as the core pillars of national growth at the "National Briefing on the Three Mega Projects for Korea's Great Leap Forward" held at the Blue House. The government unveiled a plan to establish a memory semiconductor production base in the southwestern region centered on Jeonnam and Gwangju, based on a total corporate investment of 800 trillion won, and to foster an advanced packaging hub in the Chungcheong region. From Incheon's perspective, this effectively means the national investment axis for the semiconductor industry is shifting to the provinces. Incheon is the nation's leading cluster of back-end processing industries. Semiconductor packaging companies, including Stats ChipPAC Korea and Amkor Technology Korea, are establishing production bases centered around Yeongjong, Songdo, and the Namdong National Industrial Complex. Last year, Incheon’s semiconductor exports amounted to approximately $17.8 billion, accounting for about 30% of the city's total exports, demonstrating the significant role this plays in the regional economy. Due to shifts in semiconductor investment directions, Incheon faces the challenge of securing new growth axes while maintaining competitiveness in back-end processes. Amidst this, Samsung has chosen Songdo for its bio sector. At a public briefing held on this day, Samsung Electronics Chairman Lee Jae-yong stated, "We will invest intensively in Incheon's Songdo for the bio business—a strategic business for Samsung with great growth potential—to develop it into the world's largest bio complex." This remark appears to go beyond a simple investment plan, hinting at the possibility of additional production facilities for Samsung BioLogics and the expansion of its next-generation bio business in the future. Samsung BioLogics currently operates Plants 1 through 5 in Songdo and plans to sequentially build up to Plant 8 by 2032. Production capacity is scheduled to expand to a total of 1.32 million liters. In addition, leading domestic biotech companies such as Celltrion, Lotte Biologics, SK Bioscience, and Macrogen are also expanding their research and production bases in Songdo. The Songdo Bio Cluster is now evolving beyond a simple production base into a comprehensive ecosystem connecting R&D, startups, and the raw materials and components industry. Global bio-materials and components companies such as Merck, Sartorius, Cytiva, and Thermo Fisher Scientific are also operating or expanding bases in Songdo equipped with research support, process technology, and educational functions. By handling not only pharmaceutical production processes but also R&D and technical support, these companies are significantly boosting the competitiveness of Songdo's bio industry. The scope is expanding from the existing structure centered on Contract Development and Manufacturing Organizations (CDMO) to include new drug development, clinical trials, precision medicine, and the bio-materials industry. The Incheon Metropolitan City government under the 9th popular election is also designating the bio industry as a core pillar of its future growth engine.
