Audiovisual Production Company of the Faculty of Philosophy and Letters, National University of Tucumán SYNOPSIS Cycles of collective failure, dismantling of the State, concentration of capital, exacerbated Buenos Aires centralism, and contempt for the men and women of the interior (blamed for backwardness), distrust in our own capabilities, and denial and loss of rights, are repeated throughout Argentine history. These cycles demonize the words "subsidy," "price controls," "exchange controls," and "workers' rights." In the name of the sacred laws of the market, "necessary adjustments" are applied, and the "heavy legacies" of populism are invoked, when the red specter of a communism that will devour children raw is not being conjured up. Cycles of adjustments, restructuring, and transparency are all different ways of saying that the spoils will be given to those who already have them. Deindustrialization, economic liberalization, and repression of the labor movement: cycles in which debts to the people are not paid, but debts are incurred with international banks. The cycles of liberalism repeat themselves periodically in the name of a healthy economy and free markets, but in Argentina, there was a first time. It was in 1966: 11 of the 27 sugar mills in Tucumán closed. More than 17,000 sugar workers lost their jobs (35% of the total in 1966). The unemployment rate in Tucumán reached 10% during 1967 and climbed to almost 15% between 1968 and 1969. Only in 1970 were a few new industries established, and when they were, they barely affected the unemployment rates. Elimination of 10,000 small sugarcane producers. Reduction of approximately 100,000 hectares of cultivated land. Reduction of sugar production to one-third. Benefit to the sugar industry of Jujuy and Salta. Hundreds of small businesses closed. Dictatorship of one social class over the rest of Argentine society. Testing ground for the violent repression techniques that would be used by future dictatorships. Mass exodus of 250,000 people from Tucumán to shantytowns, primarily in Buenos Aires. Entire towns were depopulated until they disappeared. Fifty years after the closure of 11 sugar mills in Tucumán, LUPA Audiovisual Production Company recovers, through the voices of those who lived through it, what STILL BLEEDS.
