He gained experience working overseas as a member of JICA (Japan International Cooperation Agency). He was involved in the reconstruction after the Great East Japan Earthquake as a counselor at the Reconstruction Agency (retired in August 2023). He is a Professional Engineer (Construction) and a Marine and Port Structure Maintenance Engineer.
